SUVs in themselves can not be harmful or evil, since they are just objects, it is the consumers and users of these items that are misguided or in most cases in down right denial.

If it was up to me I would make all vehicles meet CAFE standards, (actually I'd want to have a more real world test done to estimate the MPG of a vehicle - but that is another matter), I would also have people take more lessions and demonstrate they can drive like they do in germany, the program would be run something akin to what the FAA does when pilots need to show that they have the ability to fly an airplane.

Yeah I know hard core right wingers would say this is just more government regulations and add to costs, left wingers would say this would be unfair to poor people - but hey life isn't fair and it would be one way to keep idiots off the road and let the free market regulate what get used and produced.

As for president bush, ever consider that he might be helping the environment in a round about way because he is so gun ho and creates uncertaininy in the market place, thus supressing consumer demand....
