I personally think that the people in charge of anything are always reluctant to approve something that might make them obsolete. Any manager or otherwise that adopts something new knows the same about it on opening day as his lowest employee. This makes him very easy to replace. I remember some of the mistakes made when computers were new. We were looking into using computers to help do some of the work involved with Air Traffic Control. Nobody in the govt service knew anything about computers, so we had to call on IBM to look at what problems it could help us with. This meant that some of the staff had to be assigned to IBM for training. Maybe the boss should have gone too, because he now had some employees that could talk about computers, and he didn't have a clue what they were talking about. You can see how this put him in a difficult position, which he would have avoided, if he could, by finding a reason to cancell tthe project. Fortunately he wasn't high enough up the ladder to do this. Later, in many businesses, it was the people with computer training who moved rapidly to management positions. The same will probably happen with the systems we are pluging. As soon as one gets operational, somebody who knows the system well will end up in management somewhere, and be in a position to speed things up.
