I am no expert on this matter at all, but I, as a band student have some thoughts on the matter. It all depends on the circumstances. I believe that if the band teacher knows how to fix the instrument and is confident in his abilities, then he should be able to fix it, if he has time. If he is not confident that he can fix it completely, then fixing it just to last for the performance would be good, and then later they can get it fixed by a professional.

orchestra and band teachers should know how to extensively repair and instrument. in some rural communities people dont have repair shops near by or even a music store for that matter so who else could repair the instrument? it could takes weeks or even months if you send the item away which takes away from valuable practice time and as a director you could be missing a sax or a violin for a few weeks. i also believe that schools of music should offer such classes for their students it would be very beneficial in the long run.
