Concordo com a Vera, ótimo texto. E como vcs dizem no final, o conceito ainda estar por ser alcançado. Vejo os falantes como criadores próprios dessas competências, mas elas podem ser desenvolvidas e trabalhadas. E isso é um processo complexo que vai além das idéias inativas de Chomsky.
