Subject: Simple data exchange on unlicenced radio

I'm working on a prototype invention that needs to ping very small amounts of data (e.g. strings of about 20 numbers - enough to ID each unit) periodically between identical units about half a mile away. I'm no radio boffin (read: absolute beginner) so I'm hoping someone here may be able to start me off in the right area. I've looked at PMR446, as it seems to have the low power consumption, range and lack of licensing required. But whether I can use it for even this very basic data exchange is another matter. The units will be run from solar panels, so there won't be any PCs involved. Any help very much appreciated!
