Alex is correct. Unfortunately there has been a misprint in the 2007 law book in relation to this particular aspect. As far as I'm aware all referees associations have been advised of it and are applying the correct law ie. penalties for breaches occurring in touch are given 10m in from the touchline as are changeovers resulting from a breach within 10m of the touchline (on the last tackle) but no closer than 10m from the goal line.
