Let's be realistic here!

This allows the NRL to get rid of the last NRL ref on contract and also gives Steve a cushy job in exchange.

If the NRL was serious about referee development it would spend bucketloads in the non-NRL comps advertising and also fund referee development officers in regions.

Where I am we don't even have one - we're down to 5 ref's who mostly are 50+ and have to ref 8 - 10 games each per week on average. So the situation is desperate. But hey, ex-players are for more important.
