Here is a thought:

Section 5 Para 5 Notes: If two players are running side by side near to and towards the ball, it is permissable for one to charge the other with the shoulder.

From this, we can deduce that a shoulder charge and a tackle are different actions.

So, we now read Section 5 Para 5: A player who during play is holding the ball may be tackled by an opposing player or players in order to prevent him from running with the ball or from kicking or passing it to one of his own team.

So a player holding the ball can be tackled.

A tackle is not the same as a shoulder charge.

The law does not state that a player holding the ball can be shoulder charged.

So, a shoulder charge on a ball-carrier is illegal??
