Jones had a few first grade games last year. He performed reasonably well, but wasn't able to push someone out. Of the others you have mentioned Everill and Astill only became regular reserve grade refs last year, and Nicholls has only done the odd reserve grade game. I think all of them have the potential to be first grade referees not too far down the track. At the moment there are plenty of young kids in juniors, but probably only two ready to go to grade ie Brendan Kirkland and Luke Duffy. There are a few more with potential, but I doubt they will get regular grade games this year as they have only been reffing for 2 or 3 years.

I think you are right that complacency can become a problem. First grade refs need a rocket up their backsides every now and then to keep them performing their best. Maybe those that make the appointments should send a couple to reserve grade for a few weeks just to fire them up a bit.
