Different cultures are offended by different things. That doesn't surprise me at all. Also, in Latina America they're most likely hearing a version of the dialogue that has been dubbed into Spanish by a native speaker, whereas an American voice imitating a Mexican's accent might have been part of why Mexicans in America are offended by Speedy.

It would be like if an American cartoon had a white voice actor imitating an African tribesman. Blacks in America would likely be offended by it, because they'd feel like they were being ridiculed, but if it were dubbed into an African tribal language by a native speaker of that language, any hints of condescension in the American speaker's tone might be lost in the translation.
