The first thing I would do is check the manakin and make sure you got the right one. Then check the measurements on the upright deer and see if they are the size you recall. I just went and looked at three manakins from Mckenzie 2 uprights and one semi sneak and the shoulders all seem to match the neck size. These are bigger forms 22 and 23 inchs at the neck but don't think that should matter.
If all your measurements are right do a test fit with your cape and see how it fits maybe it is just the postion that is making look smaller. If there is alot of room in the shoulders you can alter the form a little to widen them out this is pretty easy to do. Be careful not to over streach the hide to try and make it look bigger. I have been asked to streach capes for all there worth just to make a deer look bigger. What you get is a streched out hair pattern that looks awful.
If you are worried about the customer after you check these things you can always call them and have them stop by the shop and show them what you got and explain some options such as changing the postion to make it look bigger. Don't forget they shot the deer and even if they want it to be bigger they know what it looked like.
