There has always been a CPO III in reentry. Tom Connolly was the most recent. He is currently out and his position remains vacant. As long as his position is filled once he is off the books all is ok. There is no question the DOC is utilizing Prog Coord's as it creates new positions in the DOC (new date comp, etc). I thinks it unfortunate that new CPO positons cant be created, but you cant blame management for wanting to use employees they can control rather than CPO's. Program coordinators have no transfer rights, thus management doesnt need to worry about them leaving every year. Furthermore, they can promote a PC I to a PC II to a PC III if they want and thus keep staff from leaving. we all know that a CPO has to go somewhere else to get promoted and then a new untrained body comes in. As long as we dont lose any CPO positions, we cant complain.
