Wow-just read the most recent comments...Like to add my 2 cents. Ken Gorman for President. I've known who he is for many yrs but over the past few have come to know him. For the record-he is not a drunk and you owe him an apology. Like him or not he is very knowledgeable when it comes to union issues/operations. He has a real passion in the political and does have some important connections. He is actively involved and is supportive of several people's campaigns - and this is not ONLY when he is running for office. He is probably not too far from retirement so could just ride it out and go but he enjoys the fight and knows how to. He is the one that management cringes about when he shows up at a meeting-THAT'S A GOOD THING!!! When BC or DP show up it is a joke to Mgmt. I find the union process CONFUSING AS HELL even after all these yrs and he always has the time to explain who, what,when and how things happen. Politics stinks and it's great that new people want to get involved but they need to learn the ropes from the people who have been around. Please vote this time -he lost by such a small amt of votes because people were just too lazy to put that ballot in and look what we got. Learn from your mistakes.

I'm curious to know how many CPOs have done any research on NEPBA. Please don't go on blind faith of some fellow CPOs who have taken on this initiative. I'm not against a move- I do believe we're w/ the wrong union. I do however believe that 509 is getting blamed for a lot of things that should fall on Cutting , Donnelly, Wessell and Pizzi. Many of the complaints that people have are due to these peoples incompetence. Lowell, Salem, Worcester PD, Worc HC are some of the groups in this union. I've been trying to contact some of them already in the union to get their reaction- and also searching the internet. Stop pumping your fists and yelling foolish things like freedom and free our people and start presneting yourself like college educated professional employees and then maybe we'll get some positive reaction to our input.....and please stop saying "show us some respect"- you sound like an inmate. One more thing -it took long enough for DOC to allow us to have group wise if you continue to use it as a bitch board they will take it away- they are reading everything there and remember everything you write in archived and kept....

The contract was settled yesterday.

Effective for the first pay period in 1/09 employees who meet the eligiblity criteria in section 2 of this article shall receive a 1% increase in salary rate. If FY2010 take revenues equal or exceed 20.3 billion, employees will receive an additional 1% increase in salary rate, for a total of a 2% increase effective 1/09. If FY2010 tax revenues equal or exceed 21.4 billion, employees will receive an additional 2% increase in salary rate for a total 3% increase effective in 1/09.

effective the first pay period of 1/2010, employees who meet the eligibility criteria provided in section 2 of this article shall receive a 3% increase in salary rate.

effective the 1st pay period of 2011, employees who meet the eligiblity criteria provided in section 2 of this article shall receive a 3% increase in salary rate.

Bullying language (which is going to be good for the DOC)

increase to 60 days per year use of family sick leave

increase to 60 days use of sick time for adoption.

7 days bereavement for loss of spouse or child.

upon the submission of satisfactory medical evidence that demonstrates an existing catastrophic illness, the appointing authority shall grant the employee on a 1 time basis, up to an additional 26 weeks of non-intermittent FMLA leave.

Effective the 1st pay period of January 2010, the employer agrees to contribute on behalf of each full-time employee an additional .50 per week.

Effective the 1st pay period of January 2011, the employer agrees to contribute on behalf of each full-time employee an additional .50 per week.

The commonwealth and the union recognize the efficiency of promoting energy saving endeavors by offering an alternative to employees who may commute lengthy distances to and from their homes to work. The parties therefore agree to initiate a pilot program to implement job swapping opportunities between employees that work in the same job title and functions within the same agency, but at geographically disparate work locations. This pilot program shall be in effect for 2 years from the date of signing and shall be implemented in DEEC, MRC and MassHealth.

an employee laid off during 1/09- 2011 term of this agreement shall remain on the recall list for 3 yrs. Effective 1/2012, an employee laid off shall remain on the recall list for 2 yrs.

The parties agree to establish a program to monitor air quality at new and existing worksites.

The parties agree to establish a labor mgmt committee which shall develop procedures by which mgmt can verify that employees who use their autos on commonwealth business have valid driver licenses and legally registered and inspected vehicles.

In the event that during the term of this agreement a collective bargaining agreement is submitted by either the governor or the secretary for administration and finance and said agreement is funded by the legislature and in the event such agreement contains provisions for across the board salary increases in excess of those contained in this agreement, the parties agree to re-open those provisions of this agreement to further bargaining.

YOUR PROPOSALS WERE NEVER PART OF NEGOTIATIONS BECAUSE THE STATE WASN'T LOOKING AT SUCH PROPOSALS. DON'T TRY AND MISLEAD PEOPLE INTO THINKING THAT BECAUSE YOU WEREN'T THERE FOR 2 FUCKING SESSIONS THAT THE WHOLE WORLD WENT TO POT. IF THESE PROPOSALS WERE GOING TO BE LOOKED AT SERIOUSLY, IT WOULD HAVE BEEN DONE A LONG TIME AGO WHEN YOU WERE STILL IN NEGOTIATIONS. YOU'RE JUST TRYING TO START MORE SHIT BUT DIDN'T YOU GET IT FROM THE UNION MEETING BOB? MEMBERS DON'T WANT 509 BUT THEY ALSO DON'T WANT YOU AND ERNIE. GIVE IT UP!!!!THROW IN THE TOWEL. If and when this thing goes through....A big BRAVO to the two CPOs at PCC who spearheaded this thing. Along with their watchdog BULLDOG who guided & advised them through it. We fed the Bulldog and he busted out of his cage...RUFF RUFF!!! You know who you are and the people that fed him em' !!!!! To the yahoos that didn't sign for whatever reason, we'll forgive but won't forget. Solidarity and a big FU to SEIU...hopefully. Can't wait for the LAST SUPPER on Monday night.

At the Mariott in Milford at 6pm. (where the meetings used to be) Exit 20 on 495. There will be food.

Tell everyone so that there will be a good turnout. this is everyone's opportunity to ask questions about what the hell is going on.

Grunko will be there and I have heard Bob will be as well.

If you only go to one union meeting, at this point, this would be the one to go to.

Hey guys I hear the state is pushing us to vote for a shit raise contract, saying rightfully so theres no MONEY! But why rush this now,, lets see what Obama's plan has in store for Mass. Theres' talk about the states getting a big piece of this bail out. If MASS gets 5 bllion or so then there will be plenty of money for the raises and upgrades we've been promised in the past. All I'm saying is not to rush to vote on or sign anything. Time is on our side. Lets not panic.

The payroll system needs to adjust itself to the new deductions. It should show as dues at later pay periods. No one has lost any benefits.

We are still waiting for a final word from the National Office on the jurisdiction battle.

Under what circumstances may an employee organization seek an election?

Generally, an employee organization filing a petition for certification must satisfy the Division of Labor Relations that at least 30% (50% if the employees are currently represented) of the affected employees desire to be represented by that organization.

May employees decide to terminate representation by an employee organization or change representatives?

Yes. A petition may be filed with the Division of Labor Relations by or on behalf of a substantial number of employees in a unit alleging that the exclusive representative no longer represents a majority of the employees within the unit and asking that the Division of Labor Relations direct an election to be held to determine the exclusive representative.

Are there specific times during which a representation petition may be filed?

Yes. Generally, the Division of Labor Relations will not entertain a petition during the term of a valid collective bargaining agreement, unless the petition is filed no more than 180 days and no fewer than 150 days (no more than 90 days and no fewer than 60 days for petitions filed pursuant to M.G.L. c.150A) prior to the expiration of the agreement. The Division will not entertain petitions filed during the first twelve months after an election, certification, and certain voluntary recognition agreements and will not entertain petitions filed by unions within the first six months following the withdrawal of a petition or a disclaimer of interest in the employees.

No the needs have not changed but IBCO most definitely has changed. The captains left for one and if you go to the IBCO website you will see that the only ones from MA that were left were us and a group from Suffolk House of Correction. But it wasn't the officers from Suffolk it was the social workers and custodians. oooohhhh!!!

Beginning in the fall of 2008 President Grunko,
whenever he saw me in person, at Negotiation sessions etc repeatedly stated, "You will be back with us in December." I repeatedly stated that we desired to continue our association with the IBCO and were working Legislatively and administratively to secure a new bargaining unit or an appropriate place with available bargaining units in SEIU Local 5000 / IBCO."

How hard were they working? A bill was filed but no one was there to testify on the bill. As far as administratively, the only plan was to stick us into unit 6 or 1, secretaries units with NO transfer rights. Then there was that well thought out plan to make us program coordinators. I think they were afraid to pursue that after the union meeting were a CPOD said she would make sure he got impeached if he did that without a vote.

"In mid December of 2008 Mr Grunko began to push the
issue demanding that we prepare for return to Local 509. The majority of the Executive Board, not to include Laurel Donnelly, insisted that we stay with the IBCO and to that end requested in writing that both Locals work together to
continue our then current status."

This is my personal favorite. The majority of the executive board excluding Laurel means Bob and Ernie. That is it. Do you think that it should be up to Bob and Ernie to decide what union we should be in or is it something that all members of the union should vote on. If you look at the beginning of Bob's email he mentioned that we voted to go into IBCO in 2006. Shouldn't the MEMBERS who make up the UNION be given the opportunity to determine THEIR destiny? I for one have a serious problem with the fact that our union was reduced to the BOB AND ERNIE SHOW!

and

"We continue to work to ensure that any Arbitration;
Grievance and of Unfair Labor Practice scheduled for a hearing goes forward."

Bob and Ernie have refused to hand over the grievances to 509. How are they ensuring anything?

"As to contract negations- Ernie Wessell and I remain
on the contract negotiations team and are attempting to protect your interest. We are certainly realistic about the possibilities for a settlement given the current financial situation but we remain extremely concerned as related to Local 509s stated desire to increase the number of steps in the pay scale while our Public Safety Division is trying to reduce the steps to max out down to 5 to 7 steps. Ernie and I will fight to the end to protect your rights in this process."

The state is not discussing language so what exactly are Bob and Ernie fighting to the end for?!

I would like to know when Bob is going to admit he screwed up, we are now in 509? I mean we are paying dues directly to 509 shouldn't that be a clue that we aren't in IBCO anymore? Stop trying to confuse people and give up!!!!!
