If I remember correctly, it should be freely given by the tree (windfallen) and collected on a wednesday.

Its length should be from the finger tip to the elbow.

Just pare of any excessive growths and empower.

If however you are someone who is concerned with planets, you'd find a planet day and collect a wand on that day etc There are alot of different ways, make one up, do what feels right to you!
