You do not have to pay because no other team does except perhaps Newport and I doubt if they pay much in their present predicument. In the Poole/Bournemouth Area aloan you have five Wessex Premier League sides and others within a short journey. Many Players are able to travel easier on the mainland and go where the money is. Money is also paid to local Clubs playing in the Dorset Premier League, so competition for getting players is higher than on the Island. The top Island Players have only really four Clubs to pick from.
