what this means is that you will be skipping over some stitches and rejoining further along the row to make the arm hole.

The pattern tells you to work 4 of the V-stitch, treble pattern, then work a V-stitch into the next chain space (on the shell) and instead of working a single treble into the double crochet - you are going to work 2 tr 1 ch into that dc. You're then going to skip 7 shell groups and rejoin into the the the next dc but working 2tr into it as you just did on the other side before you skipped the 7 shell groups.

This is going to make your sweater turn in effect so that you now have a right and left side front and a back on the garment.
