Sure it's "elitism", or a "meritocracy". But it isn't racism. People of ALL races can, and have, gotten into such programs. A "blacks only" school excludes on the basis of race. Which IS racism. Now, if the blacks want to say "Our children have special needs that aren't being met by normal school programs ... so we're having these programs to meet those needs" that's fine AS LONG AS the programs are open to EVERYONE who meets those needs - not just on the basis of race.
