I feel that way as well, and was concerned that the FHC/UHF was going in that direction. I would support changes to quota-only WMAs like Toso such as you mentioned. I think that 1 buck + 1 doe per archery, and 1+1 per muzzleloader, and 1+1 per gun would be fair, but probably too hard to enforce. So, 1+1 for special and 1+1 for regular would be OK. I have hunted Toso every few years, and I did not realize that people were holding multiple permits for a bigger bag limit. That needs to stop.
