This is true, but a little here and a little there makes a big difference, I have been checking the sign in sheet at Toso every year for the past three years, 25% of the permits are used, I'd be happy with 50% but 25% every year, give or take a little! I know of 15 hunters who didn't get anything this year, but you can bet that, that 25-35 percent will still be there come hunting season again. last year I did a check on the New Salt lake and Buck Lake, Both of them are the same as Toso, Yet there's hunters not able to get permits year after year, even with this new rule of being put at the top of the list, some are going two years without a good WMA to hunt!
I'm not for making them Non-Transferable either, the FWC and the hunters will loose if that every happens, we've all had that last minute hunt given to us, and were pretty grateful too! No this won't stop it or even make a big dent in it but it will help in some small way, and maybe a few more fine tunings will make it better! We can only hope!
