Nice to hear from you.
Where are you in Lincolnshire? My son and I race Gravity Bikes at the moment, and I'm supposed to be building a Luge also. Ian (son) is living in Lincoln at this time, and we have found several good hills nearby! I live in Bradford.
As for handles, I don't think its too critical. Have a look on this site, and you'll find a construction article on the basics.
