Beeing in a similiar situation as you, I built myself a buttboard a few weeks ago. I know, it's not a luge, but it's essentially the same thing, and it's much cheaper and easier to build that a propper luge. Take a piece of 15-18mms ply, 125cm tall and 30.5cm wide, round the nose off, and make the tail a bit thinner (about 13cm), drill some mounting holes for you old-school trucks or randall R-II's and there you go... I paid about £20 for my piece of ply, and it took me about three hours to cut it out, I already had trucks and wheels from my longboard skate, so I just remounted those, and was out having fun. I am still planning to build a luge, but the most important thing for me was to get started riding, and now I am ;)
