You are going to have a discrepancy about age in any division. For instance, in the Miss division I have seen 16 year olds competing against 23 year olds, one does not even have a license and the other one is graduating from college. In the same baby division you will have one child walking and the other one being carried by its mother. When competing for a pageant you have to realize it’s not about your competition, it’s about yourself. If your 40 year old wife worries about herself and does everything in her power to be the best she can possibly be, then she should have no problem. Tell her to get her ducks in a row and kick ass because I am sure the 20 year who deserves her title as a Mrs. as well is doing the same thing.

through which the judges would be able to see if you are "able to handle activities while carrying your own weight". If that is what you are looking for there are "fitness" competitions you could compete in that have areas of competition of that sort. While I agree that skinny does not equal fit, swimsuit competition is the most fair way to judge an individuals commitment to physical fitness on stage, short of hooking everyone up to a heart monitor.
