That particular community has a "protest permit" rule that you are required to obtain two weeks before you can protest. If you do not have a permit, you can be arrested. This seems to prevent the funeral protests as they usually occur within that two week period.

I have a feeling WBC is going to show up at the wrong funeral someday and some grief-stricken family member is going to show up with a gun and take a bunch of them out. I'm surprised it hasn't happened before now.
