In HK you can go to Family Planning Association (家計會), public hospital will refer you to urologists (doctors specialized in procedures to the urinary tract) for examinations and evaluating necessity for surgery. Otherwise many private doctors will be just as good but you have to pay $$$.

If your 包皮 is not a problem to your health (like phimosis=包莖 which could result in sexual dysfunction / urinary tract infection), doctors have to evaluate the "pros" and "cons" of an elective surgery in non-emergency cases like yours...

-pros: ?better hygiene?

-cons: infection after surgery, hospitalization...

if the "cons" outweights the "pros" it is advised that you should leave it as it is (and that's why your doctor recommended you to leave it as it is).
