I agree that it probably does noy have anything to do with the Golf Course, at least not directly.

1) As The Fox said, the developer is held up right now, in particular by a newly arrived couple on Burns Hill who are appealing the conservation ruling.

2) I believe that part of Richardson Road is part of the "Lussier Property" (probably more accurately referred to as the Draco Homes property). That property was initally left out of the original permit. Subsequently, its conveyance to the Dracut Land Trust was made a condition of the permit, but only insofar as the DLT was given the rights that the developer had in the Purchase and Sales Agreement with Draco. If something is going on there, it is more likely an activity generated by Draco or the DLT, I don't know which.

3) Finally, the lower part of Richardson Road (the part near Jones Avenue which is currently only on paper) does abut the golf course development on the northeast side. But given the way the by-law and the special permit are worded, it is much more likely that the golf course development will begin in the southwest corner, close to, but not quite as far west as, Broadway and Fox Avenue. That's because of the requirement that a certain number of golf holes are operational before more than x number of homes can be built. Most of the golf course itself, and especially the clubhouse and the first nine holes, will be accessible through the southwest entrance.

That's all I know.
