It sounds like "From your grocer's freezer". But coming "back to life" is the crux of the matter here. There's a serious health hazard growing in those things. Mold, mildew, bacteria, alergens. If animals are going after the garbage there's probably leftovers from Christmas dinner in there. Rotten meat and vegetables. Soon enough something's going to be airborne and blowing from street to street. Open your doors and windows and whatever is growing in the rotting garbage will blow into the house on a spring breeze. Walk in the runoff and bring it into the house in your shoes.
I pick up and bag what I find on my street. Maybe it might be a nice gesture if some heavy duty garbage bags were made available around the place to encourage other people to do the same thing. Then impose (and collect) fines after a certain date for those who leave the responsibility on the shoulders of others. If people refuse to behave like people then hitting them in the pocket might wake them up. Our Sanitation shouldn't be totally responsible. We all live here. It's about time to behave like a city and stop behaving like some entitled individuals. Pitch in now before the houseflies start spreading disease. Common sense.
