Any chance they are going to change it for next year? And wasn't it (at some point) you could be no older than 24 at the time you compete at the local? Read the contract. It is that you can't turn 25 during the year in which you win your state title. So, basically, if you were born in 1989, you are not eligible to compete at Miss America this year. When they moved Miss America to September, the age requirement did not change. It is what you age is as of December 31 of the year.
