There are only 6 open/sweeper titles this year, not 8:
1.) Columbia Basin
2.) Eastside
3.) Rainier
4.) Tahoma
5.) Northwest
6.) Liberty

MAO judging rules state you can only give away 1 crown per every 4 competitors. Therefore in order to give away 3 crowns at each, they need to have a minimum of 12 girls competing.

MAO judging rules also state that you cannot crown more than 3 titleholders during a pageant. If you crown more than 3, you will need to have separate judging panels. That is why, a few years ago, when the sweeper pageant crowned 4+ girls, they were divided into 2 groups and each group had a separate judging panel.

Being that the sweeper and open are held on the same day, back to back, I can understand the difficulty of finding/organizing/running 4 panels of judges (2 per show). This would also mean running 2 judging panels for interviews simultaneously, back to back, the day before.
If you have ever run a pageant, you will know the difficulty of finding/organizing/running one panel of judges.

There is a total of 8 open titles, you forgot to mention the two that have already happened. Apple Valley and Emerald City.
I don't think they say the titles need to specifically handed out at the open or sweeper, but possibly another local that has enough girls competing. Miss Tri cities has had at least 8 girls the last two years.
I agree that more titles would be a good idea. More chance for scholarships and a better change at placing high at Miss America. Maybe the women running should encourage smaller locals with more young people running them...

The rule that Washington placed for open titles is that there are two open pageants (not counting sweeper). They may be held as the first pageant of the year and the last pageant of the year.
Tri-Cities is the exception to this because of their primary sponsor.
That is why Yakima moved to August, to be the first local (not counting Tri-Cities) and the Open is held just before the Sweeper pageant.
This year - and I'm not sure why or if it was over looked - the Seattle pageant had the one open title. Not sure if the MWSO is going to change their ruling for open pageants or if there was an exception for Emerald City - or if it was simply over looked.
