Half the time I do wonder if the Miss Tri-Cities pageant is fixed. Miss Tri-Cities 2014 is former Miss Tri-Cities Outstanding Teen 2009 Samantha Brown. Like I mentioned above, Miss Tri-Cities 2014 is Samantha Brown, 20, of Burbank. Miss Tri-Cities Outstanding Teen 2014 Runners Up 1st Runner Up: Taylee Harker of Pasco. Miss Tri-Cities Outstanding Teen 2014 is Paige Rebstock of Kennewick. Did Paige really wear an identical dress to her sister who crowned her or was it just the same color? She won by a mile, no one was even close. It was apparent to everyone in the audience. She deserved it and she won. The other girls are all beautiful and I hope to see them back on that stage. She's a volunteer so she tends to rub elbows with everyone who might possibly be a judge. Although it probably wasn't intentional on her part, it does look a little odd.
