 I see that Tamara, former Miss Yakima is running for Miss Spokane --- from what I know, she is a really smart and very nice girl. I'm just a little confused - how does she qualify to run in Spokane? Is Brittany coming back in Spokane?

Tamara goes to school in Pullman at WSU. Spokane is the closest local. Isn't JJ Brown competing in Spokane as well?
