There was a year where we had more than 25. It always used to be considered one of the bigger pageants... But it has gotten smaller over the past few years. I worked with Team Seattle from 2008-2014 and our contestant numbers were always over 15 girls, which enabled us to give away multiple titles for a couple of years (Miss Emerald City). And during our big years, we always talked about giving away more than one crown.
