What are the financial obligations of a local title holder going to the state pageant? Are there mandatory program book ad pages? How many and how much do they cost? Anything else?

It depends on the local program. Most locals have a wardrobe scholarship that can range from $500 to even more. If they are established with a lot of sponsors, some girls may not have to pay a dime, or VERY little. If it's a newer program with not much stability, the girl might have to fork over more for wardrobe and whatever else for prep.
Ad pages are whatever they want to raise. They recommend getting 2 pages, which is around $1000 I think? But that can be paid for by sponsors or friends/family.
She does have to raise $250 for CMN as a minimum but again that can be paid for by friends/family.
Is there a certain program your concerned about?

Of course you can get everything cheap, borrowed, etc. Are you wanting to be competitive with your wardrobe? If so alterations are a must and having everything altered is $$$ but can make a cheap outfit look great. However it is no longer a cheap outfit.
Do you see the girls that win southern states in cheap outfits? No. You don't. It is not a cheap hobby. It will cost $$$$$$$ to go win and really stand out.
Be prepared.
I have seen some horrible advice given on here regarding cost. It is not cheap. And to think or tell someone it is is just setting them up for failure. But I am sure that is what most people want on here.
And that is not even getting in the sot of ad pages and everything else. You want to win? Prepared to spend thousands and thousands.
