Not really, but he's ACTING as the head. His father died about a year ago, they think it was assassination -I looked into it, it wasn't from within the city- and his mother has been sick for about two years as well. So since he's the heir, he takes care of all the 'head of the house' business, while Takun as First in Line deals with disputes. Both of them and their sister take care of their mother. That's what the chime was. She needed something.
