Oh yeah I definitely think it was all a setup. Love will do anything to get rid of Casey and have Pamela, because ultimately she's the prize. So what better way than to through the suspicion of infidelity & murder on him. As for the police...well we know that he & Emma did report their story b/c we're told "The sheriff had been mildly skeptical, but had let them go...Thus far, Casey had heard nothing." Which leads me to think that it's just Love planting the rumor of Casey's involvement via Emma. Oh the plot does thicken...shiver -- Cindy's Cottage

I just wish the two of them could learn to confide in each other, because I think it might have prevented some of the things that happen in the chapters to come. I think both Casey & Pamela believe themselves to be protecting the other, but I think they were both making bad decisions to hide the separate dangers they find themselves in, particularly with regard to Hagerty's intentions toward each of them.
