Girls win in bargain rack dresses all the time. People pack cheese and crackers. Gas, gate admission, entry fee, is really all the expense you have if you have already done one pageant. Winning comes from lots and lots of hard work.
Numerous state winners in Miss America & Miss USA have won in borrowed gowns. I have no trouble with fairs closing to surrounding counties, but if truth be known, it is because they don't want a high level of competition for the local girls. They do want the outsiders money and a better chance that an inexperienced local girl can win. Lewis county is not known for pageant girls. Call it what it is
- - - - this takes the competition away for the locals. It also allows for a mediocre winner.
