You can add as many layers of ruffles that you want to make it as full as you want and the top layer will still just be one length..... So maybe your question is misunderstood the way it is phrased. Are you wanting the top layer fuller as in bigger than a circle? Cut one side of the cirle to the center hole on 2 circle peices and sew them together. You will have to make your center holes smaller for less gather, or larger for more gather at the waist. Sewing the 2 circles together will give you twice as much gather at the waist as if you just used one circle. You can put the seams on the sides or if you are going to put in a zipper or snaps/button you can put the seams in the front and back. With a lot of gather you shouldn't notice the seams.
