Subject: International Law?

I have to ask this it is really bugging me. Surely with all the evidence of beatings and various other atrocities there is some law that Mugabe himself has to answer to being a head of state? With all this can he not be prosecuted ETC? Or is he as head of state above any law? Could someone please explain this to me.

Lets be frank during the Liberation war the Rhodesian Forces where blamed for atrocities similar to what we are seeing coming out of Zimbabwe now does this not prove that he was responsible? I it was my understanding that after Hitler they brought about changes to the international laws in order to prosecute heads of state who do this kind of thing?

Or is this purely about race? He being a powerful black leader is untouchable and above any international Laws?
