Ryanair have always been happy with dress bags onboard, the small print says its fine as long as you have booked to take the bigger bag onboard with you - which is surprising considering how strict they are with other luggage. Often thought of taking a dress bag onboard every holiday and filling it up (obv without the dress!) We have taken it with the small free hand luggage too and not had problems but I probably wouldn’t risk that now. Good luck!
