It is very difficult to get a straight response out of you, Mr. Nameless. All I am asking is your sources of information. If you don't have any available, I will understand.

Who and when did a governmental agency employ the term "military ballots" in issuing an order? Sometimes the designation of "overseas" is used, however, "abroad" is listed, since it is the most general and all encompassing. Such material is written that way to make sure practically every situation is covered. If something specific is needed, it usually has a reference number attached.

I believe you already know all of this, but wish to be difficult for some strange reason.

Finally, this thread is starting to run off the page, so it might be a good idea to start a new one very soon.
