We should have a dice throw to first see if we can make an attack,then roll dice and depending on the number see how much damage is done,example:roll a 5 could mean 3 people inhured,50% of the building is destroyed.POWs should be given proper shelter,food,water,care for injuries,ect.
for power playing stuff like hitting and giving small cuts is ok,maybe even a gunshot but it should be like this:blue shoots at reds arm/leg/ect. and knocking certian weapons out of the enimes hands is ok but only if the person that does it is outnumbered
training isn't really possible since there isn't really a way you could test somebody fairly,like you can't test on what buttons you push to fly a plane
