I think the original purpose of ranks was not as government officers or such, but to test and grade the training and skills of a certain individual. All thoughts would be herd, yes, but the higher ranked individual's comments would have more weight as that person has more knowledge, skills, training,a nd experience (supposedly.) Other ranks, such as those running the government or in relations to general government management should , (I think,) be decreed, assigned, whatever by the President, however they like or not at all should that be their choice. I think the ranks are important, so more experienced characters get rewarded for their efforts. Some test may be devised, that once they pass training or that test they may advance to the next level.....
