It's only June. Many police departments are still just getting their new 2002 Fords on the street. There is no visible difference between the standard '02 and '03 Ford P71 police cars. The new 2003 longer wheelbase version Ford for taxi, fleet and non-pursuit use is roughly only 3" longer in the rear door and it's hard to tell them apart unless you're looking dead on at them from the side.
