Restoration all depends on your time and budget. Unless the frame is unuseable you could fix everything if you had the money and desire. In this case, lets assume what this guy is being told is true. The engine is gone, the tranny and drivetrain are still there, interior shape is anyone's guess and we don't know the condition of the body. It's all 'doable' ... if a person has the desire, skill & money. In terms of 'return on investment', forget it. We all know that you'll spend more money restoring it than you'll be able to sell it for. Thats true for most cars unless you are dealing with something extremely rare. Is it worth salvaging a 1999 Crown Vic? Probably not right now with so many around but in 30 years maybe so. So if this car is a early 70s big block mopar, there are fewer & fewer and it would be great to see it salvaged.

Ed Sanow stated in his book on restoring squads that certain departments are 'Blue Chip'...........CHP, LAPD, RCMP, NYPD, come to mind if the car in question was actually used by the department in question............and, of course: ANY high performance big block ex-squad qualifies as well.........
