I think numbers are down because the system does not do enough to market either program OT or Miss. It's almost never heard about there are so many ways they could market it and every local should take their title holders out during the year to several events to strictly promote the program. Especially in HS where you have the opportunity to reach a ton of girls and have them enter in the OT system or Seniors to enter int he Miss. They should be in touch with all the school counselors showing the scholarship opportunities and asking them to recommend girls to the program ESPECIALLY if they have a winner from a certain school. Its sad how little the programs are marketed. All kinds of competitions through out the year whether Choir, Dance, music etc should have people in attendance to approach and market the program to talented girls.
Perhaps if they held them later in the year too ALL of them January though March you might find more enthusiasm to get involved as the fall seems to be very busy with events for college and HS and the winter is much more relaxed on the weekends. Just a thought. Over all it needs some tweaking across the board.
