No a 16 yr old can not compete. I read the MA contract as well. The girl must be 17 and a senior in high school to enter at the state level and be no older than 24 by Dec. 2014. That is exactly how the MA 2014 contract reads. And it also plainly states that it doesn't go by pageant cycle. It goes by calendar year. And then goes on to say the pageant bei g loved back to Sept will not change the contract for 2014. -- Miss Kentucky Pageant
