Subject: I read it the same way. Many people refer to their state pageant as thr program. If they meant a program book, they would have said program book. This person is just trying to bait you. Don't fall for it.

It was obvious to me that the original question was sincerely asking which states run the best program. But then our second poster went off into his or her tangent about program books, which I took as an intentional joke. That is why I posted my "Good one" comment. (NT)No name
