Another way to look at this is some to be 28 year olds are now given the opportunity to compete next year provided they are 27 at their state pageant; under the previously changed rule, none of them would be allowed to compete. There are several institutions that use birthdates as a cutoff, schools (every district with different cut off date), dance comps, sports teams (vary based on what league).
