Don't take this as a smart-ass comment, but are you sure the compression gauge is properly seated in the spark plug hole? Is the hissing air perhaps air escaping around the threads of the compression gauge? Or maybe the head gasket is gone? Does the gauge reading go down as the hissing sound continues?

If you only have 25psi then I doubt the thing would even run. Sounds like you need a leak down test.
