My kids are too young for a hairbrush, but I know what you mean. When I first started spanking I went to series of lectures by our pastor's wife on parenting, which included a section on discipline and corporal punishment. On spanking she said their rear should be very red, but this depends on complexion of the child. What is universal is the child is spanked to the point there is no faking, but surrender. This can be noticed by the change in the crying to sobbing and ceasing resistance like kicking.

But I do see Rebecca's point. I have seen suggestions of clamping their legs down with right leg, and then can feel the change in resistance, but still have a steady target to spank. So far I have not felt that necessary, but when they grow into a spoon or hairbrush, it might be helpful.
