Many leather items slowly dry out if they are exposed to the elements, and benefit from having oil rubbed into them occasionally. It's more the sort of thing you do to horse tack to maintain it.

It's not usually part of the spanking ritual itself. And not usually necessary for something like a belt that gets oils from being handled daily by bare hands. But maybe somebody who had a special punishment strap would make a show of rubbing a dab of oil into it a few times a year.
